Home Energy Conservation Act (HECA) 1995
The Home Energy Conservation Act (HECA) 1995 requires local authorities to submit two-yearly reports to the Secretary of State demonstrating what energy conservation measures have been adopted to improve the energy efficiency of residential accommodation. This covers measures to improve properties in the owner-occupier, private rented and social rented sectors.
In an effort to improve HECA reporting rates, the department for Business, Energy and Industrial Strategy (BEIS) are trialling a new online reporting system for the 2019 submissions which involves answering a set of questions on a number of key themes.
