Wellingborough East Development
Outline Planning Application for the Wellingborough East (WEAST) Development is close to being submitted.
The Council wishes to involve as many people within the consultation process as possible and will provide information on this application at the Council's Offices at Croyland Hall (The Heritage Centre Entrance) and Wellingborough Library.
What is Wellingborough East?
Wellingborough East (WEAST) is the proposed location for a 360 hectare sustainable urban extension. The site is located to the east of the Midland Mainline railway in Wellingborough. The proposed new WEAST development will improve the economic structure of the town, which will expand by around 30% of its total developed area by 2016 and will deliver:-- 2875 houses and 110 hectares of employment
- A Neighbourhood Centre and Community facilities
- A Secondary Neighbourhood Centre
- 2 Primary Schools and a Secondary School site
- New leisure opportunities including 150 hectares open space (including Ise Valley Park 70 hectares)
- Improved road access, with primary accesses via Midland Road and new access from A45
- Improved access and interchange facilities at the Railway Station
- Integration with the existing town
- Secure the local economy for the future, bringing new jobs, and a wider range of jobs
- Raise the prominence of the town and support town centre retailing
- Promote sustainability issues throughout the development
- Maximise the use of brownfield land, thereby minimising the amount of Greenfield development
The Council does not own any of the land in the development area, which includes a significant proportion of available brownfield land as well as a central floodplain. Access to the development demands the crossing of two rivers and a railway line.
Workshops, presentations and discussions have been held with the community over a two year period throughout the Borough of Wellingborough to explain the evolving development proposals and get feedback.
The Council have produced planning guidance for the area this includes a document called the Wellingborough East Development Framework which looks at the strategic nature of development in this area. It describes and illustrates how the planning and design policies and principles set out in Wellingborough Local Plan and other supplementary documents should be implemented, articulates and illustrates the vision for taking WEAST forward as an exemplary sustainable urban extension, establishes clear urban design guidance to ensure that the design of the development achieves the highest possible standards and explains the next steps that are anticipated in the planning and design of the site.
The Council has also created three Development Briefs for three detailed areas of the development; East of Eastfield Road, the Neighbourhood Centre and Station Island. These establish the basis for regeneration and development of the area, setting out the comprehensive planning guidelines to serve as a basis for the determination of detailed planning applications.
A successful bid for funding was also achieved by the Council to the tune of £10.6 million from the Government to build a bridge and road over the Midland mainline railway and the River Ise to open up the WEAST development, this will link the town to WEAST via the new extension to Midland Road. £600,000 has also been secured by the Council to fund studies and decontamination on the East of Eastfield Road development area.
An Outline Application is expected within the next few weeks and will be available for anyone to view at the Council's offices at Croyland Hall (The Heritage Centre Entrance), and at Wellingborough Library.
