A proposal will be discussed by The Borough Council of Wellingborough’s Resource Committee, at its meeting on 5 February 2020, regarding the refurbishment works to the Swansgate multi-storey car park.
The proposal invites the committee to resolve to approve additional funding of £2,326,269 to meet the cost of necessary works, which will also help to address the increase in anti-social behaviour including arson and drug crime, and vastly improve the much used facility, in turn contributing to the wider regeneration of the town. There is a requirement to address the rise in anti-social behaviour, which has been escalated by Swansgate Shopping Centre, Police and Fire. The council is working with its partners to tackle these issues. Initial funding of £2,766,675 for the project was approved by the Resources Committee in June 2019, and a further update report to increase this to £3,026,675 was approved in September 2019.
Following a procurement process a contractor has been appointed to deliver this project and they commissioned a number of surveys including detailed concrete surveys in order to arrive at a more accurate estimate of the cost of these works. The surveys identified that the costs for some of the repairs are estimated to be higher than before as the areas needing attention have increased. Also, additional works have been identified that will further improve the environment for car park users. This review has confirmed that the estimated budget of £3,026,675 will not be sufficient to complete the works. Therefore, the committee is asked to resolve to provide further funding towards the delivery of the project.
