Community Infrastruture Levy (CIL)
The Community Infrastructure Levy (CIL) is a planning charge that can be placed on new development to help towards funding a range of infrastructure needed as a result of that development, for example, road schemes and education.
In order to charge CIL, the Council is required to produce a charging schedule setting out the rates for the area. The charges must be supported by evidence; mainly Development Plan Documents, Viability Study and Infrastructure Plan.
Before the charging schedule is implemented, it should undergo two stages of consultation before public examination. The first stage, the Preliminary Draft Charging Schedule (PDCS), was consulted on in December 2012. The Council has considered the responses to that consultation and updated the evidence base to address the matters raised at consultation.
The second stage, the Draft Charging Schedule (DCS), was considered by the Development Committee on 4 February 2014 and publicly consulted on consulted on from 9 May to 20 June 2014.

The above documents must be read in conjunction with the Draft S106 Supplementary Planning Document (S106 SPD)
The DCS was based on the current Development Plan for the borough which comprises the Core Spatial Strategy (CSS), the Town Centre Area Action Plan (TCAAP) and saved policies of the Borough of Wellingborough Local Plan.
The Council has now progressed work on a new two tiered Local Plan made up of Part 1: Joint Core Strategy (JCS) and Part 2: The Plan for the Borough of Wellingborough (PBW) to replace the above. Further work on CIL will now have to be supported by new evidence underpinning the Local Plan. The Council is considering options for integrating this evidence into CIL work. It will publish a revised programme for further work on CIL early 2016.
