This is the sub-page for Irchester, Knuston and Little Irchester Neighbourhood Plan. The Irchester Neighbourhood Plan was officially made at the Full Council meeting on the 16th October 2018.
This plan now becomes part of the Local Development Plan, and will be used in determining applications within or adjoining the Neighbourhood Plan area.

Neighbourhood Plan Area Designation
The application was advertised and comments were invited until 16th November 2012, The following comments were received:
- Comments from Natural England
- Comments from River Nene Regional Park
- Comments from Wildlife Trust
- Comments form English Heritage
Following consideration of the application the Borough Council approved the designation of the parish of Irchester as the 'Irchester Neighbourhood Area'.
BCW Determination on the need for Strategic Environmental Assessment (SEA)
In line with the requirements of the Neighbourhood Planning (General) Regulations 2012 (as amended), BCW will assist Irchester Parish Council in identifying whether there is a requirement for SEA to provide clarity prior to the point of submission. Details of this process will be made available on this page in due course.
BCW Determination on the need for Habitat Regulations Assessment (HRA)
In line with BCW's duty to support Irchester Parish Council in determining whether any assessment of the impact of the plan on local habitats is required, consultation with Natural England will take place and a decision on the need for Appropriate Assessment (or otherwise) will be issued in due course.
Draft Plan for Regulation 14 (pre-submission) consultation purposes
A statutory consultation period ran from Friday 16 September 2016 until Friday 28th October 2016.

Following receipt of the attached documentation the legality of the plan proposal was checked. The following confirmation was issued to Irchester Parish Council confirming that the plan is legal in every respect:
Consultation on the Regulation 16 Draft Irchester Neighbourhood Plan
A public consultation ran for six weeks between 10 January 2018 and 23 February 2018.
Copies of the submission documents were made available to inspect at the council offices in Tithe Barn Road, Wellingborough and Irchester Library during normal opening hours as well as from the council website.

Information on the independent examination
In March 2018 the council appointed an external and independent examiner, Mr John Mattocks, to review whether the plan meets the basic condition tests (as described in the Town and Country Planning Act 1990) and should therefore move forward to referendum.
During the exmination the Examiner raised a number of queries, these together with the response of the Parish Council as qualifying body are available below:
The Examiner's report was received on 1 May 2018.
The council has considered the examiners report and has issued a decision statement which confirms that, subject to a number of modifications to the plan, it can now proceed to referendum.
