Statutory and non-statutory services

Budget Consultation 2011/12

Large parts of the council's total expenditure are ring-fenced, which means they must to be spent on providing statutory services such as administration of council tax and benefits, refuse collection, environmental health and planning - we have less freedom for manoeuvre in these areas. We have greater control and discretion over spend on non-statutory services such as maintaining parks and gardens, car-parking and leisure.  Irrespective of whether spend is statutory or non-statutory it is targeted as far as possible on our five PRIDE priorities.
