Answer:

Find the application you require using the Planning Portal.

Go to "Planning Applications", then "Application Search".

Enter the Reference No. (ie. WP/2008/0701) or any other details, then scroll down the page and press "enter" on "Search".

You will see a "Results List".

Click on the highlighted reference number and the application details will appear, along with any attachments.

Underneath the Application Details you will see a box saying "Comment on Application".  Click on this and enter your details and the nature of your submission.

Scroll down further and you can make a comment in the box available.

You can write as much as you would like as the box scrolls down.

Once done, click on "Send".

How can I print my comments?

If you would like to print a copy of your comments, right click the mouse outside the comments box and choose "print".  This will only print the page you can see.  To print your entire comments, highlight the wording in the box by left clicking the mouse at the top of your comments in the box and drag down to the end.  Right click the mouse and "copy".  Go to a word document; right click the mouse and "paste".
