Sustainable Infrastructure: Outline

Here are a selection of case studies on the projects undertaken by Sustainable Infrastructure.
The Sustainable Infrastructure Service provides a range of skills, mainly to internal clients in the Council. The Service has expertise in the design & construction of general Civil Engineering projects (ranging from cycleways through to street scene type works), surveying, computer aided design, Highway related advice, technical drawing production & carbon management.

In addition to the role it provides to other Council Services, the Sustainable Infrastructure Service provides assistance to Wellingborough Homes. It was recently involved in the task of producing drawings of all of the properties / land transferred to Wellingborough Homes. It has designed & constructed minor Civil Engineering schemes & produces House Sale plans for individual residential properties for that organisation.

The Service is currently undertaking the major task of producing drawings of Council-owned land (for the Council's Property Manager) to be registered with the Land Registry.

The Service also looks after Council-owned car-parks, overseeing their management and upkeep and planning their maintenance. A major project over the coming year will involve the refurbishment of the multi-storey car-park on Commercial Way, which will entail a lighting upgrade (which will result in a substantial energy saving), the provision of CCTV and an overhaul of the surfaces to the decks of the car park.

Other functions include the following :-
  • A partnership agreement with Northamptonshire County Council to carry out their highway function of entering into Section 38 Agreements with developers to ensure roads and footways on new developments are designed and built to an approved standard and then adopted as highway in Wellingborough and Finedon.
  • Involvement with the town centre CCTV system, helping to coordinate its maintenance and improvement.
  • Maintenance of street name plates in the Borough and ensuring they are provided by developers on new developments.
  • Overseeing the contracts for the maintenance of the lifts in the Multi storey car park and the Tithe Barn Road office block.
An increasing part of the work of the Service has to do with environmental projects aimed at reducing the carbon footprint of both the Council and the wider borough. The service has been instrumental in developing the Council's Carbon Management Plan and acts as a corporate resource for environmental advice. The service has also been responsible for the ongoing development of the town's cycleway network and, in collaboration with the County Council, is looking to extend the network to outlying villages in the borough.
